Our Philosophy

What We Do

At McManus & Payne, (formerly McManus & Johnson), we believe that the citizens of Texas and Oklahoma are best served by well designed, properly managed public works infrastructure that serves and supports a vibrant economy. Our objective is to share the significant municipal civil engineering experience garnered by our professionals to create public works designs that are efficient to build with the expectation of easy operations and minimal maintenance.

Planning for the Future

Our founding principals, Len McManus and Bob Johnson, understood that the best solution for a municipal infrastructure project must include evaluation of both the initial capital cost and the lifecycle cost of the project, which is still a hallmark of MPCE’s design process.

Master Planning

From concept to close out is more than a phrase – it’s a way of life at MPCE. We work with cities to assess their roadway, drainage, water, and wastewater needs. MPCE can then work with city staff to prioritize future projects based on budget, current facility condition, and projected growth for their area.

Muncipal Support

The MPCE staff has over 40+ years of combined municipal experince, including Len McManus’s 20+ years in municpal roles. MPCE staff are experts in supporting municipal staff throughout the lifecycle a project – from budgeting to council award and pubic engagement.

Construction Phase Support

MPCE supports project owners throughout the construction phase of a project. We can provide construction coordination services as well as inspection depending on the needs and staffing of the city.

Private Development

MPCE works with private developers to create profitable projects that also fit within the framework of the municipality in which they are building. Our unique insight into how the review process works from the municipal side allows us to guide developers through the process.
